Under the leadership of Juan Fernandez-Barquin, Clerk of Court and Comptroller, and with the support of our dedicated team, we proudly serve as the fourth largest judicial circuit in the United States. We manage the largest collection of court filings and official records in Florida, facilitate public access to the courts, and ensure responsible fiscal oversight.

Through innovation, efficiency, and accountability, we ensure Miami-Dade County’s judicial and financial systems serve the community with excellence.

The Clerk of the Court and Comptroller serves the 2.7 million citizens of Miami-Dade County and supports the operations of the 11th Judicial Circuit and County Courts in addition to providing professional services to the public, the judiciary, the legal community, and the Miami-Dade County Commission.

Our Role in Miami-Dade County

The Clerk of the Court and Comptroller holds a multifaceted role, ensuring the efficiency of both the judicial system and local government. The Clerk is a duly elected constitutional officer, serving a four-year term as mandated by Article V, Section 16 of the Constitution of the State of Florida. The responsibilities of the Clerk are established by the State Constitution, the Florida Statutes, Miami-Dade County Ordinances and Regulations, and Judicial Orders.

In this capacity, the Clerk serves as:

  • Clerk of the Circuit Court – Maintains court records, facilitates jury services, and supports legal proceedings.
  • County Treasurer – Oversees financial transactions and ensures responsible management of public funds.
  • County Recorder – Maintains property records, marriage licenses, and official documents.
  • County Auditor – Conducts audits to safeguard financial accountability and transparency.
  • Finance Officer – Ensures compliance with budgetary and financial regulations - Per Section 5.03 Miami-Dade Charter, the Clerk and County Mayor jointly appoint the County Finance Director.
  • Ex-Officio Clerk to the County Commission – Records and maintains proceedings for the Board of County Commissioners.

With nearly 1,000 statutory responsibilities, our office plays a critical role in Miami-Dade County’s government, impacting public safety, commerce, and access to justice.
